I have designed Tubular Emergency Shelter System (TESS) which provides secondary tier (First tier being fabric tents) shelters to victims of natural disasters which can be easily expanded from Transitional Shelters to Permanent Homes using the same modular systems. TESS structures are hurricane, earthquake and flood resistant. Costs for Transitional Shelters to Permanent Homes are significantly less than what is on the market.
