RN-Komsomolsky Refinery LLC is located in Komsomolsk-on-Amur, Khabarovsk Territory, and has been part of the vertically integrated structure of Rosneft since its establishment. The construction of the plant began in 1938, and it was put into operation in 1942. As of January 1, 2018, the capacity of the refinery amounted to 4.3 million tons of oil per day. The plant processes West Siberian oil that is supplied through the pipeline system of Transneft to the junctions Uyar (near Krasnoyarsk) and Zuy (near Angarsk) and then by rail. In addition, the refinery processes oil produced by the Company in Sakhalin and supplied to the company through the Okha-Komsomolsk-on-Amur oil pipeline. The plant specializes in the production of motor fuel and aviation kerosene. The Komsomolsky Refinery is one of the main suppliers of oil products to the Far East market. Products are delivered through a subsidiary of PJSC NK Rosneft, RN-Vostoknefteprodukt, which owns a network of gas stations in the region. In 2012, the reconstruction of the catalytic reforming plant was completed, including commissioning of the reforming feed prefractionation unit with a capacity of 1 million tons per day. The implementation of this project made it possible to switch to the production of motor gasoline corresponding to the ecological Classes 4 and 5. A storage and shipment base for liquefied gases with a capacity of 2.4 thousand cubic meters were also put into operation, as well as a delayed coking unit with a capacity of 100,000 tons per day. In 2017, the main investment volume was directed to the implementation of a comprehensive modernization program for the plant, including the construction of a hydrocracking and hydrotreatment facility, as well as maintenance of existing facilities and projects to improve operating efficiency. LLC RN-Komsomolsk Refinery manufactures and markets petroleum products including motor and jet fuels. The company’s crude distillation refinery capacity equals 46.9 million barrels per year. LLC RN-Komsomolsk Refinery (RN-KNPZ, part of Rosneft Oil Company) has opened production of a new “Arctic” type of diesel fuel DT-A2-K5, intended for use in the northern regions, the Komsomolsk-on-site -Amure. The first shipment has already been shipped to consumers. Also, the plant is developing the production of winter diesel fuel of the class 3 DT-Z-K5. Both types of fuel meet the requirements of the highest ecological standard – Euro-5. The main feature of new products is the lower limiting temperature of filterability: for diesel fuel “Arctic” – to minus 50 degrees, for “winter” – to minus 38 degrees. As noted, the KHPZ has done a lot of work to revise and determine the optimal formula for mixing components in laboratory conditions, to select the mode of operation of process units, to produce pilot batches, and to prepare the necessary technical documentation.
