I have some Russian beet sugar just the same amount your looking for with outstanding quality.  
It is $880 CIF (middle east) but we could do FOB and I am sure be within $100 of your target.  

We have BRAZILIAN AT $860 BUT WE HAVE TO SHIP IT TO RUSSIA.  

If your buyer is real and willing to pay around $790MT +- FOB this may have a chance.  

If he is stuck at $665 he just isnt going to buy sugar unless he buys bulk at the rail head as the Russia ICAR is reporting large sales of 40,000 MT at $660 at the rail...cant be shipped by sea ports cant handle the vessels.
